It has been suggested to me within the last few days that some leverage might be obtained by the Hongkong and the Straits Settlements Governments agreeing, in view of the scarcity of Mexican dollars to take as legal tender the dollars of the Canton mints, under of course proper security as to purity etc., and that in return the local Government should support the opening of Wu-chou as a Treaty port.
This however is a point of view upon which I scarcely venture to pronounce an opinion, but I think it may be worth while to ask Mr Brenan, when he arrives at Canton to sound both the Colonial Government and the Viceroy of the Kuangtung province.
